Organizing Transit in Small Urban and Rural Communities

This Upper Great Plains Transit Institute (UGPTI) report investigates the justification of rural transit support by the government, taking into account the return on investment for government spending, the current structure of rural transit, and presents a potentially more effective cost structure. Issues addressed include increased service, unserved areas, demand and fixed response models, vehicle capacity, multimodal service, and government support for transit.
