State RTAPs are funded by the Federal Transit Administration (FTA) through the Formula Grants for Rural Areas (Section 5311) program. Each state and territory has an RTAP manager. We provide a list of available state RTAP websites as well as a Directory of State RTAP Managers.
Like National RTAP, the state programs provide training and technical assistance to improve mobility for Americans living in communities with populations less than 50,000. State RTAP funds are often used to provide training for rural and tribal transit agency personnel and to fund scholarships to attend transit-related conferences and training.
National RTAP supports the state RTAPs by providing resources and events to assist them in delivering their program, such as the
State RTAP Manager's Toolkit,
State RTAP Manager Peer Roundtables held on Zoom and at conferences, and the State RTAP Managers' Forum (see below).
This forum is a place for RTAP managers to ask questions and exchange information about topics like scholarship policies, form templates, and program structure. National RTAP staff will make sure that no questions go unanswered, but the exchange between RTAP managers is the centerpiece. The discussions, links, and documents will also serve as an ever-expanding archive of information about running a state RTAP program.
Access to the forum is by invitation only. If you are a state RTAP manager or contractor with a role in managing the program and do not currently have access, email info@nationalrtap.org. The forum is hosted on a platform called Podio and to access it you will need to create an free Podio account. Once registered, you can read and reply to most posts via email.
